Chelsea has already made a formal offer of 8 million Euros for the Portuguese advisor. This sudden move obviously was made by Chelsea's co-owner, Todd Boehly. This makes sense in the way he just recently axed the Champions League winner coach, Thomas Tuchel, so he needs someone to take over the sporting project alongside the new Blues' coach, Graham Potter.
The other team interested in Luis Campos is Manchester United, or to be more specific, Man U. aspiring buyer Jim Ratcliffe. If Man U.'s owners, The Glazers, decide to sell the British millionaire (and Nice owner), Ratcliffe could formally make an offer to Campos to be his advisor.
